Wouldn't it be great if they did, though? Wouldn't it be great if all we needed was to don our armor and slay the dragon? Wouldn't it be great if that's what was asked of us - an impulsive act of bravery? A heroic journey? A well thrown spear? That one, perfect, effective new bit of regulation?
Unfortunately, that's not what is needed, because no - there are no real villains.
